U aprilu
2003 god. organizovan je Forum o lokalnom ekonomskom razvoju u Knjaževcu, gde
su predstavnici lokalne i regionalne vlasti, banaka, MSP, fabrike IMT,
razlièitih poslovnih udruženja, sindikata, NVO, nezaposleni postigli saglasnost
o potrebi osnivanja biznis inkubatora. Usledila je velika struèna pomoæ od
strane Bugarskog partnera, uzimajuæi u obzir sve specifiènosti lokalnog razvoja u Knjaževcu.
Vidinski inkubator
je obezbedio trenere i materijal za obuku i obuèio naše ljude za osnivanje i vodjenje
Biznis inkubator centra.
Kako æe izgledati biznis inkubator? Prostor za buduæi biznis inkubator je
jedna hala u fabrici IMT. Površina cele hale iznosi 10.000 m2 od èega
æe skoro treæina - 3.200 m2 biti korišæeno za potrebe knjaževaèkog inkubatora u njegovoj
prvoj (pilot) fazi razvoja. Na ovo treba dodati 400 m2
kancelarijskog prostora i 600 m2 parkinga Prostor æe biti podeljen u module uz
pomoæ lako pokretnih odeljaka koji bi kasnije lako mogli da se prilagoðavaju
potrebama korisnika. Biæe obezbedjena zajednièka sala za konferencije i
prezentacije, dve sale za sastanke i održavanje radionica i kuhinja. Kako æe funkcionidati biznis inkubator? Fabrika IMT æe kroz socijalni program
obezbediti opremu za jedan broj novih preduzeæa pokrenuta od strane njenih bivših
radnika koji su ostali bez posla. Ova preduzeæa mogu proizvoditi veliki broj
pozicija za fabriku IMT. Bivši radnici IMT æe
imati pravo da pod jednakim uslovima dobiju prednost u korišæenju prostora u
polovini ukupno raspoloživog prostora biznis inkubatora. Odluke o
prihvatanju preduzeæa u biznis inkubator donosiæe Savet sastavljen od
predstavnika lokalne vlasti, banaka, udruženja privatnih preduzetnika, fabrike
IMT i Timoèkog kluba. Korisnici
æe biti u moguænosti da provedu tri godine u biznis inkubatoru. Troškovi zakupa
æe biti od 25% u prvoj godini do 100% u treæoj godini. Glavne
usluge biznis inkubatora æe biti: obezbedjenje mentora za svako preduzeæe u
prvih 6 meseci poslovanja, besplatan pristup internetu, jevtinije
knjigovodstvo, konsultantske usluge za izradu biznis plana, seminari o
veštinama biznis menadžmenta (kako planirati, organizovati, upravljati i
kontrolisati proizvodnju), seminari o vodjenju poslovanja (kako razumeti
knjigovodstvo, marketing i finansije), seminari o ureðivanju i voðenju
kancelarija i upotrebi interneta, seminari o održavanju i modernizaciji IT
opreme i pomoæ vezana za marketing i odnose sa javnoèæu. Gde smo sada? Timoèki
klub je kao nosilac projekta potpisao ugovor sa IMT-om i OEBS-om, a ovih dana
poèinju radovi na preureðenju prostora i adaptaciji. Kako do sada sve planirane
aktivnosti napreduju po planu, realno je oèekivati da biznis inkubator bude uskoro
otvoren. Sredstva za prvu fazu do sada su dali Fond za otvoreno društvo
(East-East program), CHF (USAID – CRDA program) i OEBS. Oèekuje se odobravanje
dodatnih sredstava od CIDE. Za više

BUSINESS INCUBATOR CENTRE Aims of Business Incubator and Development Process
Through
realization of this project Business Incubator should help the development of
local business, opening new jobs, promote connections between enterprises,
local government and NGOs, educate and help the existing small and medium
enterprises in Knjazevac, create infrastructure for supporting self-employment
and reduce social tensions. The Timok Club
took first steps in the realization of the project at the end of 2002. In the
introductory phase for the establishment of the BIC, The Timok Club first had
more work meetings in Vidin (Bulgaria) Business Incubator, and then with the
help of its experts organized economic research of the municipality of
Knjazevac (more information on: www.timokbiznis.co.yu). In April 2003
there was the forum on local economic development in Knjazevac where the
representatives of local and regional government, banks, SMEs, IMT factory,
business corporative, unions, NGOs and the unemployed agreed on the need of
opening business incubator. What followed
was significant professional assistance from the side of Bulgarian partner
taking into consideration all unique characteristics of local development in
Knjazevac
. As a result of
cooperation between The Timok Club and Canadian organizations CIDA and CESO in
Knjazevac at the end of January this year our guest was dr Laurence Hewick,
university professor and expert for business incubators who helped in creating
the business plan and concept of Knjazevac incubator. What Will The Business Incubator Look Like? Space for
future BIC is one hall in IMT factory. Available space is 10000 m2
out of which almost one third - 3200 m2 will be used for the needs
of Knjazevac Incubator in its first (pilot) phase of development. To this we
should add 400 m2 of office space and 600 m2 parking
space. The space will
be divided in two modules using movable walls which will later easily adapted
to the need of users. There will be
a hall for conferences and presentations, two halls for meetings and workshops
and a kitchen. How Business Incubator Function? IMT factory
will through its social program provide equipment for some new enterprises set
up by its former workers who lost their jobs. These enterprises can produce a
lot of positions for IMT factory. Former IMT workers will have right to get
advantage in using ½ of the available space in BIC. Decisions
about accepting enterprises in BIC will be made by Council consisting of the
representatives of local government, banks, entrepreneurship associations, IMT
factory and The Timok Club. Users will be able to spend three years in BIC. The
expenses of rent will be from 25% in the first year to 100% in the third year
. The main
services of business incubator will be: providing a mentor for each enterprise
in the first six months of business, free internet access, cheaper bookkeeping,
consulting services for business plan creation, seminars on business management
skills (how to plan, organize, run and control production), seminars on running
business (how to understand bookkeeping, marketing and finance), seminars on
organizing space in offices and using internet, seminars on maintaining and
modernization of IT equipment and help in the area of marketing and public
relations. Where Are We Now? The Timok Club
signed contracts with IMT and OSCE and these days the adaptation of the space
is going to start. As all planned activities are been carried out according to
the plan it is realistic to expect the opening of business incubator very soon.
The means for the first phase have been given by Open Society Fund (East-East
Program), CHF (USAID - CRDA Program) and OSCE. The additional financial help is
expected from CIDA. For more
